for those you see that remain able to move for more than 1 hex per turn (mainly those in the same room with Darion and 1-2 others elsewhere) then just walk in their face (or backs) and use 1-2 bursts at point blank range (or almost). but DO NOT SAVE GAME after giving NPC's chemicals such as superstims/drugs because you won't be able to load the game but it will crash. no need to spend more than ~33 doses of jet so that they will not be able to use any of their drugs (there are plenty) nor ammo because you don't need to give more than one dose to the regular guards to prevent them from being able to fight. so, the only one i have not given jet (and there's no point trying to) is the dog which is to be shot first from the door, after resting for 10 minutes, obviously. and you CAN ALSO give Darion jet: IF YOU enter combat mode from a short distance behind him and approach him quickly in combat mode so does not have time to detect you - because he will be able to if you close up from behind him in real time. BUT you have to use sneak (>120 is recommended) inside Darion's room while giving those jets to all those 4 guards, hug the walls and keep away from walking/standing too near Darion's face, the only one who you cannot bluff. take notice that Darion and the other 4 guards will be able to use stims (but not drugs) even if you give them 2x jet but won't be able to fight. so most of the guards there will be left with only one action point as a result of just 1x jet. the rule for strong NPC's is to be given 2x jets, weaker ones only 1x. there's no need for more than one jet for the most of them the exceptions being Darion, the guards in the same room and 1-2 other guards in the 1st and 2nd floor/level (that would still be able to use their stims if you don't give them 2x jet but instead give them only 1x). this way you can give them 1-2 jet for each of them.
